In cooperation with the Building Industry Association of the Highland Lakes, the Hill Country EDC Real Estate Committee has conducted a study of the current and future housing demand and its relationship to employment growth within the region.

Texas A&M's Mays School of Business provided a project grant which enabled a group of five MBA canditates to perform this study during a 12 week period.  A steering committee of BIA and EDC members worked closely with the MBA team to achieve the following goals and objectives:

Project Goals:

  1. Establish a computer model using existing housing by price group, existing employment by industry category and average wages by industry category, segmented by county that applies industry specific growth trends to compute future housing demand.
  2. Map of current infrastructure as it supports housing development. An overlay to the current map showing the projection of growth over a 10 year period.

Project Objectives:

  1. To create a positive "Jobs to Housing Link" based on the projection of growth throughout the Highland Lakes.
  2. Create an operational model for "Workforce Housing" solutions in a "just in time" (needs based) model for expansion.
  3. Craft a document that would compel cities/counties/municipalities to cooperate in a Workforce Housing project through the grant of land or equivalent resources.
  4. Define correlations to planning and zoning regulation, infrastructure planning to the projected growth in housing needs, specifically toward developments of Workforce Housing.

The first phase of this study was completed on December 8, 2004 with the delivery of a highly sophisticated computer model which exceeded all expectations of that deliverable as outlined in the project goals.  Time constraints did not permit the development of the mapping defined in the second goal, however, Mays School of Business has extended their grant to enable a continuation of the study with another team of MBA candidates this year.  To obtain a copy of the Final Report and/or the Computer Database (Excel Spreadsheet), please go to our Housing Study website: BIA-EDC HOUSING STUDY

 

PHASE II - 2005 CONTINUATION OF THE STUDY

The steering committee has been expanded to now also include representatives from the Economic Development Corporations in Burnet, Llano and Marble Falls as well as representatives from the area Housing Authorities.

Project Goals for this Phase:

1. To update the computer model to take into account retired residents and self employed workers.
2. To review and update the existing inventory and employment statistics within the computer model.
3. To define an outline for potential public/private partnerships for the creation of more affordable housing.
4. To begin mapping the development activity within the two county region.
